Job Summary
Under general direction and in compliance with standard operating procedures and policies, supervises crews in cleaning assigned roadways, sidewalks, and grassy areas within residential and/or commercial zones. Inspects City-owned property on a continuous basis to create daily crew tasks lists. Creates, monitors, and closes out work orders upon completion.Assists crews by operating specialized sweeping and cleaning equipment (e.g., street sweeper truck, water truck, mobile pressure washing vehicle, etc.) as needed. Oversees and assists in the installation and upkeep of rubberized speed humps. Coordinates and schedules community service volunteers with the Municipal Court. Receives input from downtown merchants and residents regarding scheduling, complaints, etc. Assists in daily clean up as well as follow-up during special events. Manages special projects, as assigned. Supervises crews and supports inclement weather operations (i.e., snow and ice) by operating salt spreaders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Hours and days may vary. Subject to on-call and overtime.

- Supervise Staff: Supervise full-time and temporary staff, including setting performance expectations and standards and prioritizing and assigning work. Write and conduct performance evaluations. Ensure staff development and training. Ensure staff compliance with departmental and City policies and procedures. Coach, mentor, and counsel employees and as appropriate provide discipline consistent with human resources policies. Maintain a safe work environment and report any workplace accidents in a timely manner. In coordination with Human Resources, review and update job descriptions and participate in the hiring and selection of staff for open positions. Attend department/division meetings, trainings, etc. and relay information to staff.

- Oversee & Assist in Street Cleaning/Sweeping/Speed Hump Installation/Community Service: Oversee the sweeping and cleaning of all major roadways throughout the City. Maintain the cleanliness and safety of downtown areas by coordinating daily work schedules and assigning work tasks. Oversee and assist in the installation and upkeep of rubberized speed humps. Coordinate and schedule community service volunteers with the Municipal Court. Assist in the daily sweeping and cleaning of all City streets, and sidewalks to include clearing medians of all debris and weeds. Operate sweeper truck, water truck, and mobile pressure washing vehicle to clean streets and remove debris. Use pick sticks and bags to remove trash or unwanted items.

- Perform Administrative Duties: Utilize internal system to create, complete, and close out work orders. Track and record daily work activities. Utilize fleet management software and generate reports. Coordinate with Fleet Services to ensure vehicles are maintained and operational. Receive input from downtown merchants and residents regarding scheduling, complaints, etc. and respond or refer accordingly.

- Coordinate Special Event Clean-Up: Plan, organize, and assist with clean-up following special events. Assist in route coordination and schedules to ensure adequate resources and efficiency.

- Supervise During Inclement Weather Incidents: Take a lead role in the City's operations during inclement weather. May be responsible for providing supervision and direction to other departmental personnel. Operate salt spreaders, loaders, snowplows, and brine units to clear and maintain safe roadways and walkways.

Job Requirements
- High school diploma or equivalent.
- Over four (4) years of experience as a supervisor or lead worker, preferably in a public works environment.
- FEMA training and certifications ICS 100, ICS 200, IS 552, ICS 700 and ICS 800 within three (3) months of hire.
Preferred Qualifications
- Experience operating a street sweeper truck.
Driver's License Requirements
- Valid South Carolina Class D Driver's License at hire.
- Valid South Carolina Class B Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence.
- Valid South Carolina Class B CDL with air brake provision and tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence.
- Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state's Department of Motor Vehicles at the sole cost of the employee.
Performance Requirements
Knowledge of:
- Workplace safety regulations, Occupational Safety and Health Administration (OSHA) requirements, and proper personal protective equipment (PPE).
- Equipment operation including trucks, excavators, loaders, sweepers, and other equipment used by the department.
- Principles and practices of effective supervision.
- Cleaning techniques utilized within residential and/or commercial zones.
- Inspections of City-owned property on a continuous basis to create daily crew tasks lists.
- Creation, monitoring, and closing out of work orders upon completion.
- Microsoft Office Suite and Network Fleet software.
Ability to:
- Utilize a variety of communication and interpersonal skills to interact successfully with people at a number of levels inside and/or outside the organization.

- Provides direction on a day-to-day basis with regards to scheduling, assigning, and coordinating work.
