Job Summary

This position is responsible for all aspects of Maintenance of Ways (MofW) Track Work Equipment group including planning, budgeting, coordinating and overall management of Metro-North Maintenance of Ways rail bound work and rubber-tired equipment fleet. The role oversees first line supervision in the inspection and maintenance of Maintenance of Way Track work equipment, and is responsible for capital program development and implementation to keep the fleet operationally ready and suitable for its intended purpose. It focuses on longrange maintenance planning, coordination with Capital Programs for planning and procurement activities, and supports the effective operation of the supported departments.

Duties And Responsibilities

  • Direct and manage all aspects of the Departments resources (budgets, labor, material and equipment) to keep MetroNorths work equipment fleet safe and in good operating condition, focusing on forecasting, planning and implementing longrange maintenance programs including Enterprise Asset Management.
  • Direct and review allocation of material, equipment and procedures to reduce equipment downtime, coordinate with client departments, oversee shop administration, and establish a preventive and predictive maintenance program for all work equipment to reduce maintenance costs and repair time. Track mean workingtime between failure for major equipment types and improve this metric.
  • Direct personnel in the Work Equipment division to achieve efficient operations, meet user needs, and maintain safety standards, ensuring compliance with MetroNorth Railroad and government regulations.
  • Initiate acquisition requests for new Maintenance of Way equipment, justifying specifications and procurement documents, and reviewing competitive bids for best quality and price.
  • Ensure staff compliance with company and governmental regulations, manage training and development in collaboration with the MetroNorth training department.
  • Track and manage the Operating Capital Projects and equipment procurement and operating maintenance budgets.
  • Approve and maintain parts and fuel inventories.
  • Procure necessary work equipment from vendors, MTA agencies, and other stakeholders.
  • Select, motivate, coach, and develop staff, creating a professional environment that respects differences and enables full potential.
  • Other duties as assigned.

Knowledge, Skills And Abilities

  • Knowledgeable of overall railroad operations.
  • Knowledgeable of administration in an equipment repair facility.
  • Knowledgeable of Maintenance of Way machinery within the railroad industry.
  • Familiar with railroad procedures for rightsofway and track structures.
  • Knowledgeable of labor agreements and their implementation.
  • Excellent written and oral communication skills.
  • Ability to assemble and document a budget including labor and material costs.
  • Strong leadership and selfstarter who can motivate others.
  • Strong interpersonal and organizational, planning, coordination and prioritization skills.
  • Proficient in Microsoft Office Suite (Word and Excel).
  • Valid drivers license.

Required Education And Experience

  • Bachelors Degree in Engineering, Transportation, Business/Industrial Management or related field, or equivalent experience.
  • Minimum 10 years of increasing responsibility in a transportation field.
  • Minimum 5 years of experience managing a diverse workforce.
